the image on the vintage photo is a killer rendition of "dakki no ohyaku" tattoo design on unknown man by horiuno 2, hand tabori tattooed from the 1930s to the 1940s most likely.
Japanese horimono traditional tattooer Horiuno II, also known as suzuki ginjiro, was a very well known (and photographed) hand tabori tattooer in downtown Tokyo, from the turn of the century until 1958 when he died.  He studied under the very influential tattooer horiuno 1.

"Tsukioka Yoshitoshi's original woodcut, "Dakki no Ohyaku" depicts an encounter with the ghost. It hails from the Twenty-Eight Murders with Verses, also known as Heroes for the Twenty-eight Lunar Lodges with Poems (Eimei Nijuhasshuku), published in 1866 by Sanoya Tomigoro. In Japanese literature, seductive, but murderous women are often referred to as Dakki (Da ji), 'Wicked Women'. The Kabuki play, Dakki no Ohyaku, for example, tells the story of a 'Dokufu', the 'Poison-Woman', a dangerously alluring women of ill repute, and corrupter of men."
